What is a parklet?

 
Parklets are temporary constructions that turn parking areas into places for social interaction. Citizens in Vienna have the opportunity to reanimate otherwise dormant urban spaces and contribute to the generation of vibrant and tolerant neighborhoods.
 

What should be considered?

These are guidelines and hints that help to conceive plan and build interventions in public spaces. Source: Belebte freiräume.

General aspects

  • The authorization holder is solely responsible for the construction, maintenance and removal of the facility and assumes liability as well as all the costs.
  • No commercial use is allowed (e.g. "Schanigarten.").
  • The requested green areas should only be located in the immediate vicinity of the registered address of the authorization holder (ordinary residence) or the address of the association's (Verein) that holds the authorization.
  • In the event of necessary streetworks or construction works of contractors a short removal of the intervention should be done, at the expense of the authorization holder.
  • There is no legal binding to reach an agreement for the use of public spaces. Such an agreement lasts for a season (1.3 - 15.11) and there is no legal obligation to extend it or repeat it.
  • The approval for the use of public spaces expires if the planned use has not begun within 4 weeks of the authorized start.
  • The maximal dimensions of the intervention are approximately 10 meters i.e. 2 parking places.
  • An intervention along the block's front are limited to 10% of the available area (front's length).
  • The intervention should not go against the public interests and it should be accessible for most of the time, with the exeption of the night hours.

Security

  • The structure and surface of street should not be damaged (drilling and / or anchoring on the street, etc.).
  • Mobile furniture should be secured if not used (for example during the night).
  • The use of the facility by persons with disabilities should be considered (See for example Ö-Norm B-1600)
  • A stable protection from the traffic should be guaranteed, if this is not provided by other measures (such as temporary street closures).
  • A minimal space for the pedestrians should be kept, according to the amount of pedestrians.

Design

  • The superficial drainage should not be interrupted (Inlets grids, shafts, drainage channels, and other drainage ducts should be not be obstructed).
  • Lids of built-in installations should be kept free. (For example water valves).
  • Open electric lines are not allowed on the walkway.
  • For green areas a freeboard (distance between the vegetation's surface and the underlying construction) of 3 cm should be kept.
  • No advertisement should be placed on the intervention.

End of the use

  • No permanent street markings should be done.
  • At the end of the agreed period the invervention should be removed completely.
  • Should the intervention not be removed until the 15.11 or in the case of necessary construction works the authorization holder assumes all the costs in which city of Vienna incurs for its removal.
